Angeles will benefit from having longer to get ready for the 2028 summer Olympics after the International Olympic Committee (IOC) decided to award the hosting rights to two Games at its session vote in Lima this week mayor Eric Garcetti said Past Olympic hosts had seven years to prepare from when they were awarded the Games to their staging compared to LA’s 11 Many host cities including Athens 2004 and Rio de Janeiro last year struggled to get ready in time for the Olympics and had to race to complete the venues leading to higher costs and allegations of corruption in awarding contracts quickly “It gives us the opportunity to think about every resident in Los Angeles” Garcetti told Reuters Television on Monday “Many times every city is working so hard… to build the infrastructure they can’t think about the environment they can’t think about the economy they can’t think about the health of their people” “In the last six weeks I have been excited about a decade 10 years to think about that to re-imagine that and to deliver that” LA which initially wanted the 2024 Games unexpectedly got the 2028 Olympics as the IOC changed the bidding process in mid-race this year after several cities pulled out scared off by the size and cost of the world’s biggest multi-sports event The IOC in July decided to award the next two editions to the two cities left in the 2024 race with Paris getting the 2024 edition and LA the Games four years later The IOC had said it did not want to create any “losers” in this process IOC president Thomas Bach will visit LA at the end of the week Published: July 16 2014 12:05 am Related News Modi government begins addressing problems of an act that stopped land acquisition in its tracks When the BJP was projecting itself as the next ruling party it was never quite clear why it went along with UPA’s Land Acquisition Rehabilitation and Resettlement (LARR) Bill that threatened to choke off not just industrial projects but even government ones such as godowns for the FCI Perhaps it was in deference to electoral compulsions to ensure it didn’t get labelled an anti-farmer party Whatever the reason what’s important from the point of view of the slowdown in land acquisition as a result of the LARR getting passed by Parliament is that the BJP now appears to be working to undo some of the act’s more damaging parts And given how state governments across party lines have taken serious exception to various provisions of the act it appears likely the government will be able to pull it off The Uttar Pradesh government for instance has said that the consent of land-losers should not be required if land is being acquired for PPP projects; Chhattisgarh Haryana and Uttar Pradesh have said the definition of the “affected family” is way too broad and needs to be whittled down States like Karnataka Madhya Pradesh Maharashtra Uttar Pradesh and Gujarat have said the social impact assessment (SIA) should apply only to really large projects The important thing to keep in mind is that the states are not objecting to giving land-losers a good price for their land And that is how the LARR started off initially The highest price of a land transaction in an area over a period of time was to be taken as a base; this was to be doubled; this 2x figure was to be further multiplied — the LARR recommended a figure of 2 but left it to states and some like Maharashtra came up with a figure of 1 The problem was that once the right price had been paid the timelines suggested an acquisition process of several years Since SIAs were required for anything other than a small project this meant most projects would get stuck Since the definition of “affected families” included not just land-losers but also those who may have worked in the area at any time three years prior to the acquisition — these families had to be provided jobs housing resettlement allowances — this pretty much made the land acquisition process unending Hopefully with these egregious parts of the act amended or done away with the government will be able to pass a new LARR Act soon which could even pave the way for other forms of land acquisition — say land pooling — that are acceptable to all concerned For all the latest Opinion News download Indian Express App More Related NewsBy: PTI | New Delhi | Published: May 5 2017 11:38 pm Top News The Delhi High Court on Friday wondered whom in the municipal corporations should it warn to put their “house in order” in connection with the rising numbers of illegal construction in the national capital “We do not know whom to warn to get your house in order For 30 years since 1986 this is what your client (MCDs) is saying Even the words have not changed” a bench of Acting Chief Justice Gita Mittal and Justice Anu Malhotra told the lawyer appearing for North Delhi Municipal Corporation The strong remarks from the bench came after it was told by an NGO that there were hundreds of illegal constructions in the Karol Bagh area of central Delhi while the lawyer for the corporation said action was being taken against such buildings by booking them and passing demolition orders The bench however questioned how these buildings came up in the first place and how did the corporation grant occupancy certificate to these unauthorised constructions The court also asked the corporation in how many cases had it inspected the property or premises and then issued completion certificates The bench was hearing a PIL by an NGO Paardarshita seeking a CBI probe into the matter and lodging of FIRs against the officials of the corporation police and the Delhi Development Authority (DDA) who allegedly allowed such unauthorised constructions to come up The petition has also sought directions to the authorities to put a stop to all future unauthorised constructions in the area and completely demolish the existing ones The court did not pass any order in the matter and listed it for hearing a new study which may lead to new immune-based therapies for the deadly infection HIV infection in children leads to the death of 60 per cent of them before two and a half years of age The same infection in the monkeys is not deadly Watch What Else is Making news HIV eventually wipes out the immune system making the body vulnerable to other infections and leading to the development of AIDS The study by researchers including those from University of Oxford in the UK was conducted on 170 children who had HIV in South Africa These children never had any antiretroviral therapy but had not developed AIDS Researchers claimed that every millilitre of these children’s blood had lakhs of human immunodeficiency viruses but they never fell ill ‘BBC News’ reported “Essentially their immune system is ignoring the virus as far as possible Waging war against the virus is in most cases the wrong thing to do” said Philip Goulder one of the researchers from the University of Oxford “Counter-intuitively not attacking the virus seems to save the immune system HIV kills white blood cells – the warriors of the immune system and when the body’s defences go into overdrive even more of them can be killed by chronic levels of inflammation” said Goulder “One of the things that comes out of this study is that HIV disease is not so much to do with HIV but with the immune response to it” Goulder added These children’s immune system responded to HIV in a similar manner as 40 non-human primate species cope with simian immunodeficiency virus (SIV) researchers said “Natural selection has worked in these cases and the mechanism is very similar to the one in these kids that don’t progress” Goulder said The study appears in the journal Science Translational Medicine For all the latest
